Add NOT IN SERVICE as an option in skip trace outcome

The options for skip trace outcomes need to make a distinction between a "WRONG NUMBER" (got someone I was not looking to find) and "NO LONGER IN SERVICE" (the phone number is currently not assigned to anyone)
